Add an order function to custom flags.

Please would you add the ability to sort the custom flags into the order that a school needs? We want to prioritise some of our flags and don't have the ability to sort them.

Our most used roll flags appear at the bottom of the drop list - would be great if we could order these ourselves (without having to put numbers in front of them).
