Add "Staff type" classification to staff milestones

Introduce a new milestone field for staff users called Staff Type, with two dropdown options:
Internal – Staff employed directly by the school.
External – Staff employed by the Diocese, Central Office or another external organisation.
This field should function in the same way as the existing Student Type milestone field, allowing for consistent classification, filtering and reporting.
This simple enhancement would significantly improve staff visibility, administration, reporting and governance across Compass school portals.
It is currently very difficult to accurately identify, filter and manage staff users based on their employment relationship with the school.

I'd also like a staff type for SSOs, where they could have classes and a lesson schedule, but would not be responsible for rolls or reports. I would also use external for relief teachers.
