Additional booking privilege, non-administrative recurring resource booking

I would like to suggest making recurring bookings available as a non-administrative power is an interesting enhancement idea that could improve workflow efficiency for staff who need to make regular bookings without requiring full administrative privileges.
This change as non-administrative power would not have the power to book over others or remove others booking, while retaining any 'ByRequest' resource bookings in place.
Side note: It would also be handy to be able nominate multiple recipients of the 'ByRequest' email. (I currently run it to a non-user email to forward to multiple users, just so the request is seen).
